USA Rice Federation: Senate Climate-Change Legislative Activities Intensify
WASHINGTON — Three days of intensive clean-energy jobs legislative hearings will be held Oct. 27-29 by the Senate
Environment and Public Works Committee (EPW), Chairman Barbara Boxer (D-CA)
announced
at a Capitol Hill news conference yesterday. Boxer said her committee will mark up legislation following the hearing and
send “a strong clean energy jobs bill to the full Senate” as soon as possible.
On Sept. 30, Boxer joined Sen. John Kerry
(D-MA) to introduce
S. 1733, the Clean Energy Jobs and
American Power Act, which proposes to reduce carbon pollution and
stimulate the economy by creating jobs in the clean-energy sector.
The EPW hearings
will focus on S. 1733 and Boxer's
own nearly-final draft version of the bill, known as the chairman's
mark. The Environmental Protection Agency is analyzing Boxer's
draft bill, with the review expected to be done in time for the hearings.
Testifying at the
first hearing will be the secretaries of Energy, Interior, and
Transportation and Obama administration agency-level administrators.
Witnesses for the two other hearings are expected to be announced shortly.
Recently, Kerry and Sen. Lindsey Graham (R-SC)
had published an
op-ed
in The New York Times calling
for bipartisan Senate action on climate-change legislation.

LAMY WELCOMES BUILDING NEW BRETTON WOODS
Director-General Pascal Lamy, in a speech to the Third Global Policy Network
Conference in Beijing on 20 October 2008, said the “political energy for greater
global financial regulation, which some have called the building of a new
Bretton Woods consensus, may already be here”. He stressed that “trade is the
low-hanging fruit in a complex set of issues requiring collective action now”.
WTO SECRETARIAT REPORTS SURGE IN NEW ANTI-DUMPING INVESTIGATIONS
The WTO Secretariat reported that during the period 1 January-30 June 2008
the number of initiations of new anti-dumping investigations showed a sharp 39
per cent increase compared with the corresponding period of 2007. The number of
new measures applied also increased, although to a lesser extent, between these
periods.

Illinois Farm Economics Update
The recent turmoil in financial markets is very large
by any reasonable standard of comparison. The farmdoc team prepared the
following articles to illustrate the impact of the current financial crisis
on the agricultural economy and decision-making. Focus is devoted to five

today unveiled the U.S. Department of Agriculture's 2007 farm bill proposals. The more than 65
proposals correspond to the 2002 farm bill titles with additional special focus areas, including
specialty crops, beginning farmers and ranchers, and socially disadvantaged producers.

the agriculture appropriations bill. However, we will need to refine and improve this disaster
package based upon current circumstances. For example, the current disaster package provides

Over 60 percent of China's consumers live on farms. While rural households rely
on self-produced commodities for a large share of their food, this pattern has
been changing since the mid-1990s, with purchases of food in rural China growing
